Can the FoR have a squad garrisoned inside them? like i can have a tac squad inside of the FoR when the match starts?

To many unpainted models to count.

I can't find anything to say that they can't, provided the building is within your deployment zone (you're allowed to deploy the building anywhere in your half).

Infiltrators have a specific mention about being able to deploy in a building provided it is >12" from the enemy, so it would seem odd not to be able to deploy ordinary units in your deployment zone this way.

I did not see any rules on it either so :/

but what your saying is as long as it is on my side of the board i should be able to deploy troops into it?

If you bought it as a Fortification, it HAS to be on your half of the board. And as long as either the troop in question has Infiltrate or the building is within your deployment zone (which is normally, depending on mission, more than 12" from the centre line of the board) I can see no reason you cannot begin the game garrisoned within it.
