So, Chaos Decimators are Daemons. Furthermore, they can receive an upgrade, dedicating themselves to a Chaos God. Such as "Dedication of Nurgle" : "The Decimator may be further dedicated to one of the Chaos Powers so long as an Independent Character in the army [has a mark or is a daemon of that power]...."

Epidemius's Tally counts for "followers of Nurgle (i.e. any Daemon of Nurgle, etc....)

Is dedicating a Decimator to Nurgle sufficient for it to become a "daemon of nurgle" and count for the Tally?

Yes.
Dedication to Nurgle makes them Nurgle daemons therefore followers of nurgle. Nuff said.

Umm, I don't believe Chaos Decimators are daemons at all, and since they can't bear the Mark of Nurgle they cannot contribute to the tally.
