Tonight, I intend to put a Librarian in a Landraider with Shield of Sanguinius.

Can he use it to affect the LR and, if yes, can he also affect vehicles withing 6 inches of the LR?

From what I see in the transport section of the rule book, it would seem that witchfire and and psichic shooting attack can be used from fire points. But I wonder about vehicles that have no fire points in combination with other types of psionic powers.

Shield of Sanguinius is not a shoot attack, and does not target anything.

It simply has a range.

P.78 tells us "If the players need to measure a range involving the embarked unit (except for its shooting), this range is measured to or from the vehicle's hull."

Answer is yes to both.
Reason why Librarian can use it is because Shield of Sanguinius doesn't require LOS.

Range is measured from the hull of LR, as per page 78 BRB (embarking, last sentence) and reinforced by the BRB FAQ on page 5.
