Hey
Quick question.
If i was to ally blood angels with a space marine army that had shrike could I cange the universal rule of the blood angel assualt marines and VV to have Fleet and replace combat tactics
I was also wondering if anyone here thinks that this would help the shooty marines with a fast moving and harder hitting squad than just regular assualt marines and justify using shrike. or is shrike just plan out not 6th ed

Yeah, I think the actual text of chapter tactics says you must switch out "combat tactics'. BA guys don't have combat tactics, so it doesn't work. Sorry.
You still might want the divination libby and some jump pack scoring guys, though. Just like I like to grab a null zone libby, a rifleman dread, a tac squad with combat tactics and a thunderfire for my BA from you guys.

Short answer: No.
Long answer: Different codices can't gain benefits from other codices. Just like you can't grant FNP to the allies from BA priest, or an imperial guard CCS can't use orders on a space wolf squad.
The individual benefits are limited to the individual codices, but allies allows you to bring units with these benefits. Albeit less.

I was thinking of adding a reclusiarch with jump pack, sag guard, assualt marines and Vetren vanguard to my Raven Guard army to get a stronger hitting and more survivable units while keeping with the fast attack theme of a Raven Guard army

Most of the army benefits from codex only affect their own codexes, so it's kinda hard to gain benefits from specific codex army rules to get unto the allied dettachment
