I am sure i know the answer already but just making sure.

Can jump infantry choose not to jump and walk like normal infantry to avoid dangerous terrain tests?

My reaction to my opponent was very, well, not pleasant. But i just wanted to play and he insisted it was true, i have to start making people point the rule out when they say things like this.

They can use their packs in either Move or Assault phase. If you do not use it during the Move then you will not suffer DT tests for entering / leaving terrain.

Your opponent was correct, perhaps a nicer reaction next time?
As stated about, you have a choice. Use it in he movement phase, or assault. Or non at all. If not using the jump, they move as infantry.

Yup, its always optional to use your Jump Packs. Legs are always an option.

"...a jump unit can always choose to move as a normal model of their type if they wish." (RB p47)

Your opponent was absolutely right.

Why? Was he being a dick about it? As someone who regularly uses jump infantry, the ability to use normal movement to conserve the packs for use in the assault phase is a key characteristic of the unit. Exchanging your 12" for 6" to gain re-roll charge distance and Hammer of Wrath.

In addition, its literally spelled out in the Jump Infantry section. How could it have taken more than a minute or two to look up?
