If you play a 2000+ Farsight Army, does this lift the 0-1 slots for hammerheads / broadsides / pathfinders etc to 0-2?

Does it specify in Farsights rule:
Whether it's per army, or per Detachment. IIRC it's per army.

Tau: our special characters make your army worse.
I seriously hope this stays in the next codex. Other armies unlock troops, Tau make troops go away.

I'm expecting an Imperial Knights supplement dedicated to GW's loyalist apologetics. Codex: White Knights "In the grim dark future, everything is fine."
"The argument is that we have to do this or we will, bit by bit,
lose everything that we hold dear, everything that keeps the business going. Our crops will wither, our children will die piteous
deaths and the sun will be swept from the sky."

I suppose the only benefit would be being able to 'suit up' more.

Actually, under the Breakaway Faction rule it says "No Ethereals, Kroot, or Vespid units may be included in O'Shovah's force." So we'd need to determine what "force" actually means.
However, in Blood Brothers, it actually says "Every model in Farsight's army [...]". Automatically Appended Next Post: The way that I would interpret this in 6th ed would be:
Farsight's detachment is must include the +1 crisis and have the restrictions.
The other detachment plays like a normal tau army; there are no Farsight restrictions.
The entire army may benefit from the Blood Brothers special rule.

if you claim that the second FoC allowed by the 2000 points does not have to abide by the "Breakaway Faction" Farsight restrictions, than this means that in any 2000 point game a Farsight army may take FOUR hammer heads? Or FOUR broadside teams? Or even kroot/vespids and Ethereals? I find this interpretation of the rules ludicrous, and it defeats the purpose of the Farsight restrictions entirely!

No, it does not.
Farsight and his tau face a tyranid invasion, and other tau with an ethereal happens to be there.
You are saying they can't ally ?
What I propose would be to take a first force of tau, use Farsight in the secondary FOC, as an ally if you will.
Would that clear up your problems ? It's only "his" army, if he is the warlord. If you make the HQ from the 1' st FOC rhe warlord, then the army belongs to that HQ.
Well tbh we are trying to apply logic to warhammer, and that's a hard task in any situation. This is even more true when dealing with a codex that's 2 editions late.
And to answer the blood brothers question, it should only concern the models of his FOC, the others being a different force.

I suppose this makes sense... although the RAW in me wants to immediately jump up and yell that you can't ally with your own codex. Oh well. I *REALLY* don't like the rules for using a second FOC, and I can't wait for the rumoured new Tau codex next year...

Well it wouldn't be allies per say, its just another FOC.
It's allies in the sense that this is 2 factions of the same codex on the field at the same time.
And yes, Tau need a new codex. Half of the stuff in the current one is irrelvevant/out of date.
