This list was actually inspired by a Fortified Company army list I was toying around with in Flames of War. The idea was to write a list for 40k that reflected the same theme: troops in a well-entrenched and prepared position, little to no air support, and only a few tanks. This is what I came up with.

ADL, 100
-QG

Lord Commissar, 80
-Camo Cloaks

CCS, 90
-Standard, Vox, LC

PCS, 50
-Flamer, Vox, AC

IS, 210
-Commissar, 2 PG, 2 LC, Vox

IS, 130
-2 Flamers, 2 AC

Sabre Weapons Battery, 150
-3 TLLC

Sabre Weapons Battery, 150
-3 TLLC

PCS, 50
-Flamer, Vox, AC

IS, 210
-Commissar, 2 PG, 2 LC, Vox

Sabre Weapons Battery, 150
-3 TLLC

Russ Squadron, 300
-2 LRBTs

Russ Squadron, 330
-2 Demolishers

Lord Commissar mans the Quad Gun for twin-linked BS5 goodness whilst being attached to the flamer/AC squad (also giving them a 3+ save behind the ADL with camo cloaks). CCS just brings it down with either the sabre gun batteries (which are LD10 with the LC bubble) or on the PG/LC squads. I THINK I'm pretty solid on anti-air/horde/vehicle. What do you guys think? I want to retain the theme of the list but I don't want it to be a push over either.

Im assuming your infantry squads are two combined units to get the two heavies and specials. I dont see why you have added a commissar to the two lascannon blobs. Imagine they'd normally be close to the Lord commissar so kinda unnecessary. You could add it to the unit with the flamers and AC so with stubborn, they wont as likely flee from a melee. This can be good or bad for IG as sometime you want to run, but I think if you made one of your PCS more infantry oriented with power fists, you could do some serious damage to any units who got tarpitted by the blob.
Dont know how well that fits with your theme but hey.

If your attack is going too well, you have walked into an ambush

The easy way is always mined

There are commissars in the las cannon blobs because I don't think it's realistic to expect all my infantry to be in the 6" aura of discipline bubble from the lord commissar. It's a lot more feasible to just keep the gun batteries and a single squad in the bubble. As for the power fist suggestion, I've never been comfortable throwing one of those on a lowly 5 man command squad. I can't imagine any circumstance in which it either wouldn't get shot up or just killed in close combat before it gets to swing.

yeah the fist PCS is a bit hit and miss, only works on MEQs where there aren't many. Can you attach sabers to a IS?

Nay, only infantry squads can combine. The Sabre Defense batteries are taken in place of heavy weapon squads so they don't have that rule and so must be out on their own.
