Who is the best daemon herald of chaos in general. IN GENERAL.
Whose mixture of pros and cons are superior to the rest. Their abilities outshine the rest. Whose mother f@cking very existence makes the others look like dirt sh*t.

It's entirely dependent on what your army is seeking to do in game. There is no "best" Herald, but in my ranged Tzeentch army I use a pair with bolt, but in close combat it will fail. But again, there is no such Herald in the Daemons codex that fits the role, they generally are just support heroes at best.
