When I say hunter I don't literally mean a ogre hunter but I've had issues with reliable mobile Lord/Hero/Small Unit hunters for Ogre Kingdoms, I use sabretusks and leadbelchers but they tend to get targeted and shot up in one or two turns due to there poor armor. I'm thinking about running a solo hero dedicated to wreaking havoc to these units but I'm not sure how to do it. Any ideas?

I've heard some people have success with a firebelly on a carpet, stick him in a unit and when he gets close to the enemy fly him out to the flank of an enemy unit and let lose the breath attack and maybe a fireball, could be really good in lower point games. The downside is it leaves him fairly open after that to shooting, however if there is no threat of that since you are not in the charge arc of the target unit you can then charge in the next turn and get a flank bonus and combo charge from the original ogre unit the firebelly was in. This would be really effective against 20mm T3 higher point units like Stormvermin, Plague Monks, Elves, see this chart http://domusmaximus.blogspot.com/2011/06/rule-of-day-flame-template-20mm-40mm.html if you hit 30 and wound on 3+ that could be 20 wounds then fireball and that is a few more.

Leaddies have a 24" range. What are they getting shot up by?
Sabretusks really shouldn't be hunting any small units besides maybe Chaos Hounds. Anything else is likely going to kill the Sabre. They should be trolling his combat blocks by blocking their charges.
A unit of Leadbeltchers is a good unit to clear out chaff. As are Fireball and Bonecruncher spells. Anything else just isn't cost effective.

Elf shooting and bloody annoying skinks notably.

Problem is that when they move in to do that or try they are often shot down, I've been mostly using them as a way to deny scouts lately.

Skinks are annoying. Aside from fielding 3 units of leadbeltchers we really don't have much to deal with them.
If they are just shooting your combat blocks, you might be best just ignoring them. Unless they are actually blocking your charges they arn't worth the trouble it takes to remove them.

So they've had success with cheating?
Dudes on a carpet may not join units.

True that, they should still get a 4+ Look Out Sir as long as they are within 3 inches of a unit of ogres.

Problem is when there are lots of small units of these guys running around, its disturbing to see what a few units of ten can do to a block of nine ironguts in one turn.

But based on what I'm hearing Ogres just don't have a very good way to deal with these sorts of units.

It's how a good general deals with units they can't handle one on one, divide and conquer. When 8th came out at my local GW it was all about your horde of "x" vs my horde of "y" and they would bash into each other and whoever had the better stat line generally won, in most cases chaos warriors or great weapon marauders. So it is tough on ogres however they have ways of dealing with them, shooting, magic, your own chaff/redirectors, you are dealing with single figures which go down east or units of 5-10 which all you gotta do is kill 25% to force a panic test. Fantasy is all about strategy and it plays a key part of the game, if you want point and click play 40k, fantasy is won by the person who controls the movement phase.
