Subject: 1850 empire tourny list need help

So i traded for a huge lot of empire and kinda want to play it in a tourney on the 6th. This is a list i have thrown together and would love some feedback.
lvl 4 wizard - d-scroll tally of preservation (shadow)
captain -bsb-full plate armor-charmed shield sword of strife
master engineer -pigeon bombs (for fun) - light armor
40x spearmen- shields - fc
30x Swordsmen- fc
15x detachment of halberdiers
Great cannon
10x outriders-fc- blunderbluss gun
Hell blaster volly gun
steamtank-hochland long rifle
So let me have your thoughts,

Eldar- 15,000 points
Orks- 20,000 and going up
Damons-
High Elves- 5000+

You are very limited on shooting, I would consider dropping the steam tank though its tough, for some mortars to deal with big blocks, since theres a lot of cheese horde units these days with the 8th edition rule set. You really wont need 2 cannons (great cannon + steam tank) in a sub 2000 point tournament, since what they are designed to kill usually amounts to 400+ points.
The outriders are nice but I'd consider 2 units of 5. Since at 10 men if they do get charged they are nothing more than a speed bump, should they not flee. However, if they get caught fleeing, might as well of not had them. It's just a safer bet. Not to mention you get more ground cover and a slightly better chance of being able to dictate the pace of the game through charge blocking.
Maybe take a rocket battery for the engineer? Lots of ideas to go with to balance out the list should you minus out the tank. Good luck, and finally I will say overall it is a good list. I just preffer more shooting.

Ok, id suggest taking some of the following changes:
40 spearmen, drop them. Not as useful as youd think, take halberds instead. Personally would drop the halberd detachment too, maybe take some archers to get in the way.
For the love of god keep the steam tank. Drop the hochland though.
Mortars may be a good idea, with shadow to maybe lower toughness..
I like outriders, they arent chaff, and a squad of ten can put aLOT of hurt on. Just be aware that they are a glass cannon. Drop the champion though.
Wiz is fine, bsb doesnt need the sword really. Get rid of the armour and bombs on the engineer, he cannot use them if he uses his skills with a cannon etc, so theyll be wasted...

I was looking over empire alst night, I just realized the mortar is useless now unless you are hitting skinks or you use lore of shadow that s2(6) is pretty bad. The rocket launchers are horrible too. I still think the steamtank is pretty bad in the new book. The hell blaster is good though. Theres a lot of better choices in there than a steam tank in a game under 2k.
I do agree with dropping the spear men and the detachment of Hally's. just make a bigger block of Halberdiers and take some gunners or xbows. It will help out a lot.

Shadow is a wonderfully versatile lore for the Lvl 4 to run, it's a tie between it and Life for my favorite.
The BSB could run Full-plate, enchanted shield, a talisman, and dawnstone, giving him a re-rollable armour save and a ward save. Again, the sword
isn't necessary, he's not there to fight.
I prefer Pistoliers over Outriders myself. I find them much more manueverable, and they make a much better chaff/distraction-type unit than Outriders.
Mortars really aren't as bad as people state them to be, particularly when combined with the Lore of Shadows.
And as everyone else said... Spearmen are just fleshy, weak beings with pointy sticks. Switch them to Halberds.
