As the title says, I'm thinking about starting an Elven army for LoTR. Any advice where I should start?

You'll definitely want to get a few sets of the Warriors of the Last Alliance set. You get some nice plastic Elven warriors.(http://www.games-workshop.com/gws/catalog/productDetail.jsp?prodId=prod1500410a)

In addition, you'll want a set of blisters for the High Elf spearmen (these cool dudes http://www.games-workshop.com/gws/catalog/productDetail.jsp?prodId=prod1670068a). You'll probably want about as many of these as you have Elven Blade models.

To lead your force, consider taking either an elven captain or Elrond himself.

Finally, you may want some Rivendell Cavalry which should be coming out in the not too distant future.

This gives you a great core of troops. What are fantastic about the Elves is that you don't need too many of them and each one is a total badass.

The rules would be in both the Hobbit big rulebook as well as the Free Peoples book.

Don't know the current rules for SBG as I haven't played it in 8yrs, but as for getting an army together, there a lot of WotLA Elves going cheap on ebay at the moment; would save you forking out on full boxes and being left with loads of spare Numenorians.

The rivendell knights list does not have elves on foot as a choice. You would have to take 2 lists as an allied force. So elrond, the knights, knight captain and lindir allied with the other elf list would be how they are run

Ol' Blighty

Well, I'd recommend taking a character, but they're all so good!
Glorfindel is very good (3 attacks, 3 wounds, 3 might, 3 fate, Fight 7)
Basic Elrond is also very good, but not just for straight-up fighting- basically glorfindel, but 40 points more expensive, with defence 7, but fight 6- he does, however, have some very useful magical powers.
Elladan and Elrohir are good all-rounders- 3 attacks, fight 6, only 2 wounds and 2 fate but there's two of them for roughly the price of glorfindel.
Gil-galad is very good at taking on monsters (fight 9, +1 to his wound rolls, defence 7), and equal to glorfindel in most ways (attacks, might, wounds) but only has one fate, and also isn't alive in the third age.
Really, it depends what you're army's most likely to be facing- hordes or elite armies?
If it's hordes, I'd consider Elladan and Elrohir or Elrond, if it's elite, Glorfindel or Gil-galad.

JB: I like the concept of a free Shrike roaming through the treetops of the jungle. I'm not sure that I like the idea of a real Shrike sitting on my couch eating my Skittles.

greenskin lynn: because of all the skittles and soda, you basically live off sugar water, like some sort of freakish human-hummingbird hybrid.

Be advised, though, that I can only speak on behalf of the German amazon...one of our gaming group recently bought two boxes of Uruk Hais at amazon for 20€ each (24 models per box!)

You may also want to check out LGS that haven't shifted a LOTR product for years. They may have them. It's how I started off my Mordor army (with 24 Morannon and 24 Mordor Orcs).

As a note, the Rivendell knights will be in feb with grim hammerers. And you can do a all mounted knight/elrond army and everyone has a bow. His list lets you by pass the "only 1/3rd of army can have bows" as they come equiped with it and he can take no other troops as of yet. Though knights are expensive.
