If you're planning on making use of both Tactical Squads and Assault Squads for Troop choices then yes it is worth it. But if you were going for just Assault Squads as Troops then no.

If you want to start a BA army, the battleforce would probably be the best place to start and to save a bit of money.

You can use the Tac squad as Sternguard, so It is probably worth it.
