Mostly trying to make use of the models I have, but the total isn't at 1k yet.

Thinking about adding another leman russ of some sort, not decided. The goal isn't to be the best army ever, just able to have a chance against similarly casual lists of any army.

A rundown on what you've got.
CCS; I would probably drop the pistol incase it kills the commander and take a plasma gun instead. The longer range will help match it with the lascannon.
Platoon 1; Wouldn't expend the points on the power sword as it probably wont be used or they'll die beforehand. Grenade launchers are average at best so probably best to stick with flamers for anti infantry. Combined squad 1 is fine.
Platoon 2; Overall fine but you want to max out your heavy weapons slots whenever possible.
Basilisk; Unfortunately they're not great in small battles, mainly due to their massive minimum range. So could just say its a medusa and give it bastion breacher shells?
LRBT; With the ordnance cannon you really dont want the sponsons on as they're virtually always snapfiring. With the hull weapon would be temtped to leave it as a HB to save 15pts.
Scout Sentinel; They're okay but with only 1 it wont contribute much. I find them quite light overall and armoured sentinels are just a rip-off. But 40pts for outflanking autocannons...okay.

For changes I would put a plasma gunner into the CCS, drop the Vox and take a regimental standard instead. This will help keep your squads there and the only other option is a commissar (expensive) or a lord commissar. Voxs dont make or break much so hardly justify their expenditure.
One main thing is a lack of anti tank. You've got a couple of autocannons for light vehicles but not much at all for heavy vehicles save 1 lascannon. I'd be tempted to change platoon 1's HBs to autocannons. You definitely want to get more meltas and lascannons to put in there. A good option could be to add in a melta vet squad.
Another option could be to get more scout sentinels. They're not the best group in the book but I find them fun to play with the gambit of holding them in reserve with autocannons and outflanking for the added element of a hidden threat.
For you last few points one option could be to add in an ADL, they're always helpful.

Since you have a lot of foot infantry I would recommend the regimental standard so that your guys dont run away easily.

in the faq the leman russ is a heavy vehicle now so if it has an ordnance main gun and fires it everything else has to snap fire so the hull lascannon, bolter sponsons, and stubber will be firing at bs1 if you fire the battle cannon, it would be a waste of points and the tank is better off with hull heavy bolter or heavy flamer.

Probably dont need the power sword in the PCS as they will usually get killed before they attack.

I would add the 2 plasma guns to the 2 infantry squads with the autocannons as well.

Would snipers be better than launchers for the PCS?

Snipers aren't that good. Pretty much all they're okay for is MCs, but they're not even great at that. The only special weapons I consider are flamers, meltaguns or plasmaguns depending on what role you want for them.
