Is there a company that makes Heroic-scale (rather than True-scale) 28mm WWII miniatures? I'm particularly looking for some Soviet stuff to add some interest to a possible future Valhallan project...

You might check the new Dust Tactics/Warfare models.

Dust is closer to true scale than heroic - and IIRC, they tend to be a bit taller than 28 mm.

28mm heroic WWII miniatures are about as common as you can think. Berlin or Bust line from West Wind Miniatures is heroic 28. Artizan is heroic 28. Warlord is heroic 28s...though they are not quite as "heroic" as GW figures (not an issue if you don't bother with using any GW figures)...though they are inexpensive plastics, which is a plus for many people.

You can find dozens of other suppliers with about half a second of searching, though those ones are the more readily available ones which I can think of.
