Move the camo netting to the basilisk, seeing as how it will never move, netting on a LRBT is worthless.
What I would get rid of.
1. Carapace armor on the LCD and vet squad. 40 points.
2. Heavy subber, dzer blade, camo netting on the LRBT, 50 points (no codex in front of me, not sure).
3. Enclosed compartment on basilisk, 15 points.
4. Bolt pistol, power fist on PCS. 17 points
5. Flamer on the vet squad. 5 points
127 points plus the 63 left over for 190.
1. Upgrade vets to a total of 3 Melta guns. 20 points.
2. Upgrade the PCS to cox caster and three flamers. 15 points
That leaves 155. Not sure if you have the following. But could help.
1. ADL with quad gun. There will be nothing but flyers
2. Marbo. Kit bash one. Everyone kit bashes this guy. For 65 points, he is great
3. Another vet squad. Three troop choices at 1100 points is needed. 1 troop choice per 500 points plus 1. Basic formula.
4. A chimera or two.
Just my thoughts.

Yep. Big tip, NEVER mix special weapons. Like, Meltas and Flamers. Make them all Melta, or all flamer. If you mix, especially those two, there will always be wasted shots. And that's the story with the Imperial Guard, we can shoot A LOT and we can shoot VERY efficiently if equipped right.
So in Vet Squads, always try for 3 of the same special weapon if you can get the points. It just makes them much more effective.
I personally don't like Vox Castors, but I tend to pass all my important order tests anyway. Some like them, some don't. I personally don't like giving up a special weapon for them but in Infantry Squads where it doesn't make a difference and in the PCS where it's only BS3 I can see why. Just be careful, they get pricey hahaha.
Im guessing the Platoon will be a static element? That's usually what happens. If so, I would give the PCS Flamers and that's it. Keep 'em cheap, and still gives some buffer room in case of Assaulters.
The Lord Commissar is OK, but again is the platoon stationary? If so, he's an OK choice. I personally think a CCS is more effective, but LC's can be a good choice if used right.
Drop the upgrades on the LRBT. With the new rules, all those fancy weapons are snap-shots. I like keeping my Russes cheap and plentiful. Leave the tooled up stuff for the variants or the Space Marines.
I suggest finding 100 points (which, can easily be done as seen) for an ADL with Quad. It will keep the Platoon and Armor a bit safer, and the AA it provides is mandatory recently.
And I think you could use one more Troops choice. Preferably, some Meltavets. They WILL get shot up, and 1 squad is not enough usually (you may pop one tank, but then they get bolts to the face and die). Also, im not a fan of Basilisks. I can see how they could work, but I think this list could benefit from a Manticore a bit more (and it would be cheaper than the arty you have at the moment)
EDIT: Ugh, I hate spelling sometimes

Things I forgot.
1. Commissars in the infantry squad. I would lose the power weapons in general. A commissar in a combined squad of twenty is tough.
2. Heavy weapons in the infantry squad. Las cannon and auto cannon. Just keep them from the front of the squad or you will lose them to wounds.
3. The ADL is great with the quad gun. It is almost a must for IG. Remember it can intercept anything during your opponents reserve, end of movement phase. It kills chaos demons and other reserve dependent armies.

Welcome to the Guard!
Martin74 said most of what I was thinking. A few extra tid-bits.
Only use a Lord Commissar if you plan to charge. Commissars are good for close combat, and not much else. If you plan to play more shooty (what Guard are really made to do), use a Company Command Squad.
If you are planning to charge, run your Infantry Squads as a combined squad (chosen at deployment).
You've piled on vox casters, but you can only issue one order per turn from your Platoon Command. Those are wasted points.
Carapace armor is almost never worth it, in my experience. Most armies have weapons that will ignore it anyway. You're best off with Chimeras. Camo cloaks can be good if used well.
To make the best use of any Guard unit, it needs to excel at one job and not multi-task. Take your Platoon Command - either use flamers or meltas, but not both. On your Russ, skip the stubber or the lascannon (or both!).
Keep your units lean, using only the most critical wargear. Use your special weapon options for infantry, but otherwise if you're looking at spending points as "just in case" planning, skip it.

Yep, agree with Martin. Lose the power weapons. Sure, they make them kinda good in melee but face it. They are Infantry Squads who aren't even gonna be in a large blob if at all. Doesn't matter what you put in them, 10-20 Guardsmen charged by anything competent in melee is gonna lead to them all being slaughtered or running away.
Also, HW's are good. I like Autocannons in my Line Infantry, but others prefer Lascannons. HOWEVER, you do have a Lord Commissar so you could take HWS and put them near the LC. That LD10 will keep 'em from running when you don't want them to. Also, if you man the Quad with the LC it will give the Quad BS5. Very useful. A big disadvantage though is that if you bunch HWS around the Lord Commissar and put him around the Quad you get a big Heavy Weapon firebase. Only problem with that is that a well placed Pie Plate will kill or run it off. And the Lord Commissar, being a T3 W1 IC will die unless protected

One thing I noticed....why do you have a vox caster in the PCS?
No other squads have a vox, so it has no effect. It's 5 points wasted that could get you another flamer.
Also, the CCS is better for a vox if any (which, I don't like as I said). With the PCS, you are giving one short ranged order. So only 1 squad benefits at a time and the rest get nothing.
The CCS you can at least give 2 orders at 12 inches, so two squads benefit. However, you don't HAVE a CCS, so the point is mute.
Other than that, I like this one a bit better than the last one. Some expansion with another squad of Meltavets plus Vendetta and some more heavy weapons and you will have a nice list for bigger games.

The kit is just a "Command Squad," so you can use it any way you like. Basically, just make sure your Company Commander looks more important than your Platoon Commander. They give you plenty of heads and bodies in the kit to make it work.
