That depends if you are looking for a simple yes or no or want to compare them to something like say the fellowship or the nine etc?

Thorins company ( A Full company of all hero's) Is Just over 1000 pts. Goblin Town Goblins Are only around 400 pts. Thorins Company in an equall points matched game are Quite Equallly matched. Playing out of the Scenaro's (Escape from goblin town boxed set, or the Movie themed ones from the BRB) Thorins company can seem overpowered but remeber most pre-made scenario's are NOT equall points match games.

In the goblin town scenarios, I'd say it's quite balanced, because though Thorin's company are obviously better in a straight-up fight against the goblins, the objectives make it tough enough for it to be quite easy (respawning goblins, only need to lose a couple of dwarves, time limit etc.)

Aye in hindsight i should have changed my post, adding in the sceranrio special rules balanced the gameplay
We (myself and my brother) foolishly tryed a strait up points game bring what ya got etc, 5 hours later no casultys in thorins company (But a few worse for ware) and i had to clean the goblin shaped smears off my board lol

yeah, the scenarios make it pretty darn tricky for the dwarves- I've played 3 different scenarios (and seen 3 more), with only 2 good wins, and one of those was a staff member vs a kid, and the other was when I had to stop 12 goblins crossing the board- I got wiped out, but due to a 10-turn time limit, I won because none of the goblins passed, so I basically won on a technicality.
