In general, painted stuff that isn't painted really well or done to order actually has lower value than New items.

Is this for a commission? You and the customer need to agree on what 'tabletop quality' actually means, by comparing with some of your previous painting work - as above, 'tabletop quality' is _very_ subjective.

Then estimate how many hours you'd take to paint (and prep) all the figures and multiply by a reasonable hourly rate, adding the cost of paint and glue. Also take into account your enjoyment level - if the customer's your best friend and you'd actually enjoy painting the figures and have plenty of spare time, you may be happy to work for $1 per hour. But if it's a purely financial transaction for a stranger, you need to question why you'd work for less than minimum pay.

The local game shop is giving me store credit to paint a dark vengeance starter set. Trying to figure out what to charge. My camera flash washed out the paint a little. not sure if it tabletop+ in this one it is the only pic I had handy but I'm much better now.

I'd say that piece is at least tabletop quality. The big thing will be how much time it will take you and if you'll need to buy more paint for it.
I'd say if additional paint would be needed that should be provided by the store outside of the store credit payment for labor.

I would charge $325 for a clean Tabletop paint job plus $50 to assemble the set. The clean part is pretty important because like someone else mentioned a sloppy paint job will lower the value of the miniatures. Remember that digital photos will make any flaws in the painting stand out so even what looks good IRL will look sloppy on the net.

Go on ebay.
Search for Dark Vengeance under 40k
On the left of the screen under "show only", select "completed listings".
Sort by highest+shipping.

This will show you everything related to Dark Vengeance that sold or did not sell recently and the price paid. Although there are not alot of the full set painted, there are plenty of auctions for 1 faction or the other to give you an idea of pricing and what you get for your dollar.

As the customer's a store, definitely get them to provide all paints, brushes and glue. Plus files and snippers if you don't already have them.

Nice painting example, I don't think they'll be disappointed by your painting quality.
