In the Imperial Armour 8 Ork Army, instead of regular boys with choppas, there are "spanna boys". They sound exactly like they sound. Ork boys with spanners as close-combat weapons. I would like to make myself a couple dozen of these guys with a simple conversion to standard boy pieces. The only issue I have is that I will need something to use for spanners, wrenches, hammers, and other industrial tools.

Can anyone direct me to where I could find some 28mm tools or something else that would work? Any help would be greatly appreciated.

I don't know any links, but you could probably do some great orky tools with plastic card and the little plastic tubes
Can also buy smalls chains and links for jewelry making that look great painted up
I did a full ork unit up with bionic limbs this way years back.
Also for lack of material the spews your orks come on are workable.

Also could use the Lego spanners and other tools effectively I think, with some work.

I know I could easily create plasticard and plasti-tube tools, the issues is I would rather not. It's just easier to find already made tools, and the detail will be a bit higher as well. Besides, since I won't be buying Games-Workshop parts, the prices will me extremely reasonable if I need to buy whole models to get a couple bits each.

Very useful, though my worry is that 1:35 scale will be too large for my purposes. Though considering the very nature of orks, this may be easily dealt with or may even prove comical.

Generally speaking - I would agree, I don't think the 40K world has too many reasonably sized wrenches on the Imperial side of things...and the orks tend to be even more clunky.

You can find comparably stuff though in the form of detail castings for model railroads in O (1:48) and HO (1:87) scale without too much difficulty. Probably even 1:76 scale for OO too - though I don't see too much of that on this side of the pond.

In the smaller scales they tend to be either etched brass or laser cut plastic/card. For example you can pick these up pretty cheaply:
