I think this list looks pretty solid; however, I'm not so sure about the upgrades on the CCS, do you think there is any better way to spend those points?

I would replace the axe with a plasma pistol, looks pretty solid though

I'd edit it ever so slightly:

CCS - sniper, LC, standard

PCS - LC
IS - flamer, LC
IS - flamer, LC

PCS - LC
IS - meltagun, LC
IS - meltagun LC

This nearly doubles the amount of lascannons you're taking, puts in a necessary standard, and makes you better at anti-vehicle, while only reducing the number of Ap2 shots you have by 2 (while making the ones you do have cause instant death).

Its nice having more lascannons and I agree with ailaros putting the flamers in the squads. If you see a five man team with 4 flamers, little bit of shooting and they're all gone with plenty to spare.
But I think I would prefer to have flamers and LC in all units. Typically at 500pts I'd imagine 7 lascannons has anti tank covered pretty well and with only 2 flamers and lasguns, it might be nice to grab a few more flamers. Could also change the sniper to a flamer on a PCS or something.
And yes, standard... definitely.

Sure. I've found that I haven't gotten very much use out of flamers over the years, though. Well, not unless they're deepstriking or outflanking (which nothing here will). Pretty much, they seem to only deter people charging in to close combat, but given that we're talking about guardsmen, a single flamer isn't going to be doing much deterrence.

Meanwhile, I've got endless use out of meltaguns. They threaten any unit at any points level, and make a much better defensive weapon than a flamer, even at twice their points cost.

Honestly, I'd drop the sniper to upgrade a third flamer to a meltagun, but that would destroy all of the beautiful symmetry...
