Hi
I'm very interessed in to the spartan games ( dystopian war ), but have one question:
Exactly what core book is needed? the 1.1 master rules book ? and hurrican season & storm of steel? Is a bit confusing.

Correct. The 1.1 rulebook has the basic lists for the major factions, and the starter boxes for the newer factions include books with their army lists in them. New units are just a card of rules, generally (although the new infantry stuff may require a book).

The infantry stuff is on their downloads page for free  But yeah V1.1 rules is the core, others are expansions with snazy optional rules and some errata

OT: Spartan games official forum don't accept new meber , is normal ?

The forums gone a bit weird for signing up, your not the first to bring it to attention, hopefully get fixed soon
As for your first faction, they all have different play styles.
Prussians are boarding heavy, not much in the way of long range shooting though. One of the hardest learning curve factions in the game, but VERY strong if played right.
Russian Coalition is slow and steady, the Ablative Armour MAR helps protect them from damage on the approach to use their very short range, but very powerful turret guns.
The Covenant of Antarctica is the "shenanigan" fleet. Lots of different special rules and such, pansys in boarding so gunnery and shenanigans are the way to play them. Shield heavy as well.
Empire of the Blazing Sun is another with a tough learning curve, rewarding when played well though. They're tough due to lacking any kind of main "shtick", they dont have a focus like other nations, and are jack of all trades instead. No particularly bad units either. Fast and maneuverable ships, some scary frigates and mediums, lots of incendiary rocket spam too to help them go nuts with boarding. Bit of most things weaponwise too, just get used to lots of careful positioning and fixed channels. (also seem to have a pathological fear of fancy generators >& gt

The Fleet boxes are a great way to start.
Choosing your first faction is really dependent on both your style of play and which nation's fleet looks best to you. As usual Doc1234 has given a good over view of the play styles of the fleets mentioned. Now you just need to line up the style and look that best fits you.
OR...
Buy all 4 in a mega starter and sell the ones you decide you don't love to other guys looking to start playing.

Just dont forget its a rule of thumb though ^^ EotBS can easily be played with a boarding focus in mind for instance, or the CoA can be used as a sit back and snipe fleet like the FSA. Same with some of the units, alot of them arnt bad just odd because of how SG balance the factions. People dont seem to like the vanguard for instance, i dont like it for a different reason. Namely the god damn suicide ramming speed that seems to eat my large and mediums -_-
