Its quite a mix you've got there. From top down;
CCS - loose the power fist. They'd be manning the quad gun I imagine and at I1, normally all 5 will be dead before he gets a swing. Regimental standard yes. Get a heavy in there - lascannon and a special either meltagun or plasmagun. Probably plasma.
Vets 1 - take lasguns over shotguns, you dont want to be charging into a melee anyway. In that respect loose the power axe, once again I1 so often will be dead before swinging. Heavy stubber, yeah if you've got points to spare. With melta squads, take a hull flamer instead of HB. With moving 1 will be snapfiring so at least when you get in close, you can use that flamer and make it count. 1 good template will do more than a snapfiring HB and shotgun charging vets.
Vets 2 - same thing, but with the 1 lasgun it makes me wonder... are you playing what you see is what you get?
Platoon - PCS; loose power axe, if you're looking for a close quarters squad kit them out with flamers. 5 guardsmen is just too few to whether any sort of assault. Infantry squads; specials are fine but would recommend getting heavies in there. Guardsmen serve best as meatshields in reality. I'd suggest lascannons to go with the meltas and autocannons to go with the flamer. HWS; dont mix lascannons and autocannons, they both have different targets. I'd drop one squad and divide up between the infantry squads, and make the other two lascannon squads. Mortars are okay, I presume they're an attempt to get over cover and make use of barrage. I'm not a fan of mortars but you can go with them if you want.
rest - fine

With all the close combat outfits you've got I'm not sure if its an intent to assault or a precaution against assaulter's. If its a precaution, it wont really help and just waste points, and if its an intent... well IG aren't exactly great in a melee and perform better pumping lead into enemy ranks. If you made the changes I suggested you should have enough to get another infantry squad in there with a similar outfit.
With a few of the units lacking focus they kind of become dead weight. At 1500 points you're light on anti tank, especially at range. One option could be marbo.

We are playing with no proxies and I only have 11 shotguns. Theyre on there as a j.I.c I shoot and decide that I can make an assult. The power axes are there as some extra support. They normally last me 3 rounds in combat. I agree that the ccs is kinda everywhere. I put rhe lascannon with 2 autocannons because a squad of just lascannobs gets targeted and killed too easily. And I know if theres any AV 14 there will only be one thing.
