So my question is when would you choose which mode it is using? When the model fires, or when the unit fires?
The only thing I can even find about anything like this is that it says if a model is not going to fire it has to be chosen when the unit fires, But if I pop out of a drop pod right next to an enemy vehicle with 5 sternguards, 2 with meltas and 3 with combi meltas, I don't want to waste any combi melta on killing it, but I want to make sure it dies.
So this is what I am thinking, now tell me if I am wrong and how it actually works.
1. drop pod lands, sternguard disembarks
2. during shooting phase, sternguard elects to shoot at vehicle within range, I elect that all 5 will fire
3. I fire the 2 meltas first, then if it is still alive, I fire my first combi (choosing melta) at the vehicle. If still alive I fire second and maybe third to kill it.
4. If it dies on say the first combi can I then choose that the other two combis are firing bolters at it?
This really does not seem RAI and I can't find any clear RAW but around where I play there are a lot of WAAC players so I need every advantage I can get against all the TFG in the area just to win.

You declare weather its firing its normal mode or the combi weapon on it when firing the unit. So if its a combi skorcha for example, Id just say "This unit is firing its shootas at X unit" and once Im ready to use the combi skorcha "This unit is firing its shootas, but Capt.Awesomepants is shooting his combi skorcha"

Hmm, I would call shennanigans on this and I use combi-meltas. I've not checked the rules but I would play it you must say how many combi weapons are using their special attacks before you roll any dice, after all they all fire at the same time, not in initiative steps.
I would say its the same time because you cannot shoot a vehicle, blow it up and then fire at the occupants with the same squad in the same shooting phase, that would make Melta + Flamer squad just too awesome.

All shots from a single unit are taken at the same time. You have to declare any weapons you don't want to fire before rolling to hit for the unit, including One Use Only weapons. See "Which models can fire?" page 13 in the rulebook.

Indeed, remember you roll all your 'to hit' dice at once for all weapons in the squad before you roll 'to wound' (use coloured dice or otherwise agree which dice are which weapons). This gives you a wound pool that must then be allocated to the targeted unit. It's common mistake to think you resolve each weapon completely then move onto the next.

All shoting from one unit is simultaneous. You cannot wait and see how other shooting from the unit does before shooting the rest.

As above. All the guys in the same unit must be declared at once- who is using which weapon, fire mode, and who if anyone is not firing, before any rolls are made to hit.

You must declare all the shooting a unit is performing at once. You can't fire your meltas off one at a time till you kill the vehicle or run out of Meltas.
