The DE have a piece of wargear called a shattershard. Its a 1 use flamer with no listed strength or AP value. Its special effect is based on any model hit by it. Can it be used in overwatch, and if so, what happens?

Yes it can be used on overwatch; roll strength and AP at that point.

There is no roll for strength. Shattershard's Strength and AP is X.

Its exactly the same as if you had fired it normally. Just instead of laying down the template and applying its effects to those hit you have a set number of hits(D3) that you apply its effects to.

Bit of a waste of the Shattershard IMO.

As it's a Template weapon, you'd follow the Wall of Death rules if you use it on Overwatch. Instead of laying down the template, you get d3 hits.

Yes and no, if someone is silly enough to lead a charge with a character then they get to take D3 tests on a single model which snipes out valuable models more effectively than normal.

I don't think you can as the shattershard does not inflict wounds. And the the Look out sir rule requires a wound to be assigned to the character.
The shattershard simply says make a toughness test or be removed from play.
