I am playing against a Chaos army and wondered what people thought of my army list since I keep losing and next time I want to win. Previously I have fielded Mephiston but I find he ends up not doing much or maybe I'm using him wrong. Either way against a Daemon prince he just dies.
So I thought I'd try something new.
Libby (terminator armour + storm bolter) 130
7 x Death Company without jumpacks, all have bolters except one with plasma pistol and a hand flamer 165
Terminators (+ assault cannon) 230
Dreadnought (multi melta) 105
Assault Squad 5 man (with power fist and plasma pistol for sgt + additional plasma pistol) 145
Scouts (5 x snipers) 75
Rhino (for death company) 50
Then I have 100 points spare.....possibly a chaplin?
Alternatively, can any one suggest a good army with mephiston in it?

Okay. Here's one of your problems. 5/6 standard missions require scoring units. You have exactly 10 scoring *models*. 5 of these are in carapace armor.
Never buy two marine HQs under 2000 pts. They are overpriced and can be instagibbed by STR 8. (usually)
Get more scoring. There are a ton of ways to do this. You could, for example, use a full ASM squad and then a combat squadded tactical squad. That's three scoring units and 20 scoring models, all in power armor.
Dump the DC . I'm beginning to realize that DC is never going to fit into a good BA list. Ever. They cost too much to deliver to a potential target, and there are just way more cost effective elite choices (they function as elites, not troops) for the BA. I realize this sucks. I own 15 of these guys. Will probably never see the table in 6th edition.
If its not an allied riflemen dreadnought, it probably needs a drop pod.
Terminators that foot slog are called plasma bolt victims. Use a teleport homer on your tactical sergeant to beam them in. Use a Rhino to get said tactical sergeant 12-18" closer to your enemy. If the termies show up turn two, they are up 24" closer the the enemy, where you want them and their power fists of killy death.
Dump plasma pistols. Get a 10 man ASM and use meltaguns. AV 12 and up kinda smirks at plasma. Not melta.
BA special characters other than Tycho are kinda crap now. This includes Mephiston. I own all these guys too, it sucks, I know.

It's funny how I will agree with most everything Martel suggests until it comes to Death Company
True you need more hardy scoring units than scouts. If you like DC don't bring them in anything less than 2000. They just cost way too many points.
You are already at a disadvantage in lower point levels because you're marines. You want to make those points stretch as far as possible. Orks can field a ridiculous amount at low levels as can IG.
Keep your HQ simple and limited to 1 at this point level. A Librarian with jump pack should do fine.
I wouldn't bring Termies in 1000.
You might see if you can make room for a Vindicator or Predator or 2.
BA Rhino's are fast tin cans that you can't assault from. That's the as nicely as I can talk about them.
While I wouldn't agree that BA special characters other than Tycho are crap now, I will agree that they cost too many points to be viable at this level of points.
ASMs are your core. Take them with Melta/Flamer or Melta/Melta and always take them in 10 man units. Resist deep striking.

Here's the problem I'm having with game size based arguments. I'm not trying to be a jerk here, I'm trying to understand. If DC are point inefficient at 1K, why do they magically get better at 2K? Your opponent will have twice as much stuff to mercilessly gun them down with, even. This is doubly true for lists that can afford to ignore our regular assault marines. Grey hunters, I'm looking at you.
Again, I think BA characters are okay until I see the pricetag. No thanks. I'll get Tycho or a generic libby.

I agree with the DC, they always seem like a lot of points and mostly get shot to bits as it takes so long to get to the enemy, whether that be using a transport or jump packs. In fact I resent that fact that a 5 man DC squad with jump packs are so expensive.
My dreadnought only has a multimelta and power claw, I use it to bring down tanks and to just take some fire. Do you think Chaplins are worth having, I'm not sure whether a priest is better.
So you'd recommend including a tactical squad? Also do you ever find problems with deep striking assault marines? How is it best to do this? I find the problem is that they can't charge after deep striking which really makes them sitting ducks all bunched together.
What are people's views on Tycho? I hear mixed things, he seems slightly over priced to me but better then the other HQ's.

Dreadnought with a MM is fine in a drop pod. I prefer to mount my MM on attack bikes and use my dreadnoughts as fragnoughts, however. Fragnoughts are absolutely disgusting vs troops of any type really. I love STR 6!
All my BA lists now include a tactical squad now. Usually it is combat squaded, but the plain ol boltgun can just do a lot more than it could in 5th. Plus, I'm a whore for the cheap lascannon. Have some hide behind an aegis line with the lascannon and have another shoot the quad gun. It's like a auto/las predator almost!
I never deep strike or reserve anything I don't have to. Deep strike is often a disaster because of the "frozen in time" turn. You can run to split up, but you still get shot at, and assaulted. And BA that get assaulted instead of getting to assault are sad pandas indeed.
Tycho's big trick is that his HTH attacks ignore armor outright and go on his init. Try finding that, its hard! And he's pretty cheap, and hands out LD10. Oh, and he's got sternguard special ammo. I like putting him in a pod with Corbs and 8 sternguard. Kinda pricey, but depending on what exactly your opponent has, you can soak so many wounds on Corbs! Tycho is less over priced than the other BA HQ choices.

Sure, why not? The tactical buys its gear, and then splits in two. Usually I have special weapon guy with sarge in a razor back, but if I buy plasma, I put that with the heavy in the gun line.
Unfortunately, our tacticals don't get combat tactics and are sometimes fearless dummies. But the boltgun is back, and so are tacticals, even for BA imo.
There are just some armies we *must* shoot now. I mean the reality is that we have an uphill fight against most lists now. Grey knights and space wolves just make our codex look foolish.

More troops is always good. I run 3 10 man RAS squads, 2 with meltas and PF and one with flamers and PW. Libby's with JP seem to be better than Chaplains in 6th. Add a Libby with JP, and you'll have about 200 points left. I've had good luck with Sang Priests, but you may be better off grabbing a pair of basic predators or a Dev squad.

The regular libby for jumper lists can throw out shield of sanguinius and then add in FNP from the priest for two 5++ saves vs plasma. But battle cannons and the like are still a major problem.
Also terminators and MC are still gonna eat you. So will HTH chaos marines, grey hunters, etc.
Jumper lists will roll some types of lists, but then get totally mashed by others.
