I honestly don't think there's a 'best' paint for miniatures - only paints that'll do the job right to one's tastes.

My vote will go to Vallejo Model Air - they're highly pigmented, don't seem to separate quite as easily, and are really easy to wetblend and layer with.

People will also vote for whatever paints they've used, so you're only going to get the most popular rather than what people rate them compared to all the brands they've tried.

If you wanted popularity then just bear in mind Citadel, Vallejo, P3, d"Arms, Army Painter, Reaper, and pretty much anything else you can buy (in Australia we have a much more limited range than this except for probably thecombatcompany).

i paint almost exclusively with P3...
i like the slightly satin sheen, and the subtle undertones of the colors...
Vallejo Model Air wins out for pigment density in the metals, for sure...
Cote D' Arms is cool for the great classic discontinued Citadel colors...

that's my tops list...
most other paint brands i've used are a huge dissapointment after using P3 paints...
they just "look right" to me for some reason...

Second try...still not so good.

Two options for Privateer Paints - yet they only have one line of paint.

One option for Vallejo, yet Game Color and Model Color are quite different - not to mention Model Air which is different still.

Missing Coat d'Arms (for the fans of Old School GW paints) as well as Foundry (one of the first companies to produce paints in a "triad system").

Also missing out on some of the smaller paint lines like Derivan Minis and those outside of the specific gaming markets like Andrea Paints, FreakFlex (and the related ModelFlex) and the whole assortment of model paints (Humbrol, Testors, Tamiya, Gunze, Life Color...).

And of course you have general purpose paints like FolkArt, Apple Barrel, Cel Vinyl and the various art paints like Golden Fluid Acrylics.

That just scratches the paints which I have on my desk and doesn't get into the box of stuff which I have been meaning to try out because they were something new (or new to me) that I picked up a few and just tossed them off to the side till I have a chance to play with them.

Generally speaking though - if someone says X or Y are the best...they probably haven't messed around with anything other than X or Y (or possibly got a single bad bottle of a different brand which tainted their opinions).

Most paint lines have strong points and holes in the line. Some reds have really poor coverage - others have excellent yellows. You may want more natural subdued colors - or perhaps you are after bright colors. Maybe you prefer not to have to mix paints...so you might want a large selection of things like skin tones in order to cover the potential gamut from pasty white Nordic people to very dark Africans and all the various shades and tones that you might come across (not to mention the various fantasy races which you might end up painting).

Maybe you prefer metallic metals as opposed to NMM in which case, you will want to pick up some special paints. Perhaps you like special effects paints (glow in the dark, flipping colors, candy coatings...). Or, you might only want dead flat paints so that it doesn't mess with the way that your hand painted NMM with OSL lighting looks.

So - yeah, no such thing as best...though if my arm were twisted and I had to pick just one I would probably have to say Partha Paints. Might just be the nostalgia of not being able to get them anymore...but they were some of the best paints I had ever used.

Ha, well at least we get to see all the descriptions, the differences and such for all the paints now that everyone is pointing out the weakness of your poll.
Personally, I like using Vallejo, both Game and Model Color. I've also got one bottle of Model Air and that stuff is awesome for airbrushing. Dropper bottles make it an easy win over Citadel paints.
I used to paint with Reaper, but I found the way the paint was made it was a bit "thicker" for my preference compared to Vallejo.
FolkArt is decent, though that stuff falls apart pretty easily in water, I don't think it's the greatest for thinning down.
I do however like to use Citadel washes when I have a need for them.
