VS says you can hit a unit you passed over. Does this mean for anything with 2 weapons that they can vector strike one unit and then shoot at a different unit? Or must all shots be allocated to the same unit?
What about if using 1 set of your weapons kills the squad your firing at? Does this mean the rest of shots are not able to fire?

Re-read the last paragraph under Vector Strike.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

And yes, if you can fire 2 weapons and the first one kills the target, you do not get to shoot at something else.

Vector strike says that you may shoot your other weapons at a different target.

I also see no reason why a Heldrake would snap fire (unless you are just trying to nerf it.) as zooming fliers are allowed to fire 4 weapons and the heldrake has VS +1 weapon.

He's just wishlisting. probably because he made the mistake of bunching up his Marines with a Helldrake on the table and is now sore about it.

You may shoot at a different unit than you vector strike if you are able to fire two weapons.

Yeah, the Vector Strike and shooting at a different unit for a FMC is AWESOME! My Daemonic airforce is on my list to playtest the next couple weekends.
