Yup, you simply buy all the shares up. By definition the moment one person owns all the shares it is no longer a publically traded company IIRC. And remains as such as long as the shares are held by that one person.

If you buy more than 50% of the shares you are usually forced to buy the remainder within a certain time frame or suffer some penalties.
IIRC you must sell off all or most of your stock if your takeover bid is rejected which is a massive killer as you loose out due to the weak return on your investment due to flooding the market.
