I am on the wall of if I should invest in a Rohan captain on mount to lead the rohan warband, or perhaps eomer mounted. I would like to field small skirmishes to start, 250 points or so. I'm guessing many of the mounted heros have a large point cost, so a captain would fit into the alloted points easier. Am I correct here?

Generic captains are great hero models for the points. I smaller games, it's really the only way to go. Generally I look at the bigger named heros when I hit 500 point and higher games, although I have been known to field a named hero in 350 point lists as well.

Not necessarily for rohan. Grimsbold is not much more than a rohan captain but he is only for foot. For mounted heroes Hama is barely more than the captain, and Eowyn is cheaper!

Go for the captain. Eomer is probably a bit too expensive for only 250 points.

Captains will serve your needs in any game, I seldom bother with named ones unless the game is above 500. At 750 they do shine however as you have more than enough troops to cover them. And in your case save Eomer for a day when you field a 500 - 750 army

Thank you all for the wonderful input. I actually have a bunch of heros from the return of the king set, and the fellowship of the ring fellowship box. I have since ordered a rohan captain on horseback, uruk hai captain, and easterling captain.

I ordered these simply to match the forces I already have.
