Hello,
Just as the title says, I'm looking to expand my skaven by 500 points. I have 2 sets of Island of blood worth on skaven and don't know how to expand from there. I want to know what would be better, a plague furnace with plague monks or add some night runners and mabey some more rat ogres.

Pick up a box of night runners, count them as gutter runners and build enough for 2 units of 5 and add either a WLC and an Abom or 2 WLCs, also a gray seer if you haven't already.

I will be playing against orc and goblins alot. I was wondering how effective the gutrunners were againsts them. Also would rat ogres be anygood at charging boys.

Gutter runners serve the glorious purpose of war machine/monster hunting. Give them poisoned attacks and slings, make the unit 7+ strong (I prefer 9 myself), and fire away. Makes those natural 6's work for you.
The island of blood will give you a total of about 80 rats, adding in the night runners box bumps you to 100. I'm a fairly large believer that when playing skaven, there should be at least 1 rat for every 10 points you're spending. That being the case, I'd say you want to grab some more clanrats, and form a couple large units of slaves to tarpit.
Rat darts are very cheap in terms of points and can provide you with some excellentchaff/redirectors. I wouldn't buy the giant rat sets, as you cam find random stray single rats in justabout every kit. Between a single island of blood, a doomwheel, and the christmas skaven megaforce from 2011, I've found 30 giant rats.
Warp lightning cannons (a pair of them) would make a fine addition as well, though theres plenty to be said for taking a single abomination for the time being.
Finally, I'd agree that a grey seer would be a very good addition, with the bell mount not being recommended until you get to 2000+ point games.
