It seems to me that the rule RAW...
"Unlike other units, vehicles can move and fire with Ordnance: weapons. However, a vehicle that fires an Ordnance weapon can only make Snap Shots with its other weapons that turn" (BRB, pp. 71).
...suggests that for a vehicle, like the Whirlwind, it could move at cruising speed and still fire it's weapon. What do you think DakkaDakka?
PS. I looked for a similar thread and didn't find one so if this thread is a duplicate of a previous thread then please let me know.

Theoretically, you'd be correct (whirlwind firing when cruising) except for the paragraph right above the one you quoted.

If it is a Blood Angels Whirlwind (Or Vindicator) you can move cruising speed and fire Ordnance, but that is only because they are fast vehicles.

You need something that allows normal balistics skill to fire ordnance further than 6inch movements. Fast vehicles dont fire snaps at all, but to my knowledge none of them have ordnance anyway.
Reason being, despite being Relentless, you still fire snaps at cruising speed. Cant snap blasts. Combat speed lets you shoot one weapon normally.
Took me awhile to convince my local group of this for some reason.

Fast vehicles can be required to fire snap shots.
They only get to fire 2 weapons at full BS whilst moving cruising speed, the rest have to be snap shots.
Blood Angels Vindicators and Whirlwinds have Ordnance weapons and they are Fast Vehicles.
