So I am using the army builder and it keeps saying no Mercenaries for I.T.S.

Can Haqq not have mercenaries?

Under ITS (Infinity tournament rules), non-sectorials AREN'T ALLOWED to use mercs. Outside of a tournament, the ITS restrictions can go take a running leap.

Try switching to Qapu Khalqi.
They have access to quite a few mercs (and being a sectorial, ARE allowed to use those mercs in ITS games).

Keep in mind that Bahram does not have access to any mercs, too.

QK has so many Mercs available to them you can make a list without ANY Haqqislam figs!
