If I Deep Strike Belial on Turn 1 and thanks to his Tactical Precision rule I dont scatter, can the other Deathwing units I have in reserve then Deep Strike using his locator beacon so that they dont scatter? Or does that need to be on the table before the start of the turn and thus they need to come on Turn 2 in order to use the beacon?

correct, you choose what turn everyone whom is DWA comes in, you cannot split them between 2 turns.
If you choose turn one, You must roll for reserves as standard for the rest of your termies.

A better trick for this is to use Ravenwing bikes - they all have Scout, so you can deploy them, get a free move and then have your DWA on turn 1 onto teleport homers. If you really need to be able to DS *anywhere*, you can opt to use DWA on turn 2 or just DS Belial and his unit separately where they need to be.

Sure about that, As I read it you could indeed split between the 2 turns deciding how came in when.

100% certain. The rule tells you to decide when the Deathwing Assault occurs as a single event, it doesn't say choose for each unit.
