Well me and a friend are having a rules argument, essentially it boils down to.
The black staff allows Ahriman to manifest up to three Witchfire powers in the same shooting phase.
Now the thing I am arguing is that it only allows up to three of the same power, as per the wording on page 69 on the rulebook. Thus if he fires Doombolt, he can fire it up to three times, but he cannot fire off a Firestorm as his third instead of another Doombolt
However his belief is that it grants Ahriman the ability to use multiple Witchfire powers, as it would grant him additional ranged weapons for casting Witchfire. Such as firing a doombolt, a firestorm, and then a smite.
He cannot cast the same power more then once no matter how much he wants to. The staff does not give him this power (unlike Eldrads) however he can cast the 3 separate witchfires.

No where does it say he can use the same power, however in the brb it does say no psyker can use the same power more then once.
Your friend is correct, you need to check the wording more closely. It states he can use up to 3 witch fire powers a turn, it doesn't say anything about it being the same one.
In fact, because it doesn't say this, you CAN'T use a particular power more than once as the rulebook already denies you this. So they HAVE to be different witch fire powers.

Means he has to fire different ones.
Seeing as that has this afterwords.
However, if he can shoot more than one ranged weapon per turn, he can use a different witchpower in place of each.

The first rule is for models that can fire 1 weapon normally (such as Arhiman) with multiple witchfire psychic powers. The second rule refers to a model (such as the chaos DP) that can fire multiple weapons and therefore can fire multiple witchfires.
Neither of these tell you that you can't use the same psychic power in a turn... that would be this rule.
A Psyker cannot attempt to manifest the same psychic power more"than once each turn -
even if the manifestation attempt is not successful.
Ahrimans staff allows him to effectively fire multiple weapons that he would normally not be able to do.
