In Buypainted's videos for snow bases he shows how to make an icicle by carefully melting clear plastic over a flame, but he never says what kind of plastic it is. What kind of plastic can I safely melt to get this effect, and where can I get it easily?

Use hot glue instead... it is way easier, trust me.

I would have to agree with scooty, i worked in injection moulding for about 10 years, and i would guess you would get a much better result from hot glue than you would from melting plastic, however, if you did want to melt some plastic, i would suggest good old polypropylene, you find it everywhere and it takes to being reprocessed a lot better than many other plastics, DO NOT get molten PP on your skin, its the worst, its like hot chewing gum and sticks to your skin :(
failing that, maybe something like HIPS (high impact polystyrene) but that blackens real easy with a naked flame.
