The existing upgrade line text is completely replaced by the FAQ, so:
Squad with less than 10 models = 1 Blastmaster,
Squad with 10 or more models (up to and including units of 20) = 2 Blastmasters.

As Quanar pointed out:
Squads with 5 to 9 members: 1 blastmaster
Squads with 10 or more members: 2 blastmasters.

Unfortunately this item has now gone through a few changes. The initial was confusing so I'll ignore. The first update said 1 for every 10. This update effectively caps it at 2.

Quite frankly, I believe this rule change occurred simply for sales reasons. GW packaged the Noise Marine Sonic Weapons upgrade pack to contain 5 sonic blasters and 1 blast master. Essentially the packaging of the upgrade pack didn't go along with the rules. Expect more of this.

More likely it was a typo, like leaving the CCW off of the Noise Champ and was always intended to be 2/squad. Not necessary to attribute to malice what can be explained by bad editing/proofing...

While i agree partially, if you look at the wording it was a little confusing considering it is worded differently then every other entry of it's type, and could be read as what the FAQ states now.
FAQ's are 'supposed' to clarify something instead of change it, that is what erratas are for,

Although that would mean 3/30 models but oh well, that's too many points anyway and you might take another squad considering they are fearless unless you plan on running 180 or so of them with one force org.

That's spurious reasoning considering the only possible way to have that ratio of sonic blasters to blast masters is to have squad sizes of 7 or 13.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

When people ask, "What's the point in understanding everything?" they've just disqualified themselves from using questions and should disappear in a puff of paradox. But they don't understand and just continue existing, which are also their only two strategies for life.

12, actually - you only have 1 Aspiring Chump in there. Which works very well on a couple different levels.

But no, I don't think that was the motivation. The FAQ just returns to Noise Marines what they previously had - the ability to take a Blastmaster in an appropriately-sized squad of 6 models.

Aspiring Champions can't carry sonic blasters. You can have 1 Aspiring Champ, 5 sonic blasters, and 1 blastmaster, for 7 models. Or you can have 1 Aspiring Champ, 10 sonic blasters, and 2 blast masters for 13 models.
