This is a new banner which can be taken by DA Command squads. All DA units within 6'' have salvo 2/4 bolters. This can really be devastating.
A couple of Tactical units or Scout squads (with bolters) behind an ADL could is it to maximum effectiveness.

How would you include this banner into a DA army?

In a last stand, on top of a burning bastion. The banner waves defiantly in the air as orchestral music sweeps over the battlefield. The hordes of chaos are relentless, but the first legion does not bow to the heretics. As the last marine alive holds the banner up tall, the sky lights up with fire as Imperial forces arrive and smash the traitors to pieces.

But really, I would use the banner as the center of 2-3 tac squad midtable push. The firepower the units put out should effectively ruin everything in range but tanks, which is what you have the rest of your army for.

Edit: Also, I'm assuming bolter strictly refers to a basic boltgun? I'm still waiting for the codex.

Boltguns, Twin-linked Boltguns, Hurricane Bolters, are treated as Salvo 2/4 with the banner.

Hurricane bolters do 12 shots now, a LRC puts out 24 twinlinked shots, and 6 RW bikes puts out 24 as well. A tac squad that didn't move can shoot 40 shots while within 6" O.O

What about Ravenwing? Because they are Relentless, could they move and still shoot 4 shots at 24"?

No earth shattering, thought provoking quote. I'm just someone who was introduced to 40K in the late 80's and it's become a lifelong hobby.

You should be able to move 12" and let rip with 4 shots each at 24".

The banner if used much more effectively buy units of ravenwing bikers then tactical squads due to their mobility. your opponent can just sit outside of 24" from your tacticals, and the tacticals can't do anything about it, because if they more, they not shoot 2 shots at 12". Where as the bikers are relentless so never count as moving so salvo purposes. Teamed up with Blackknights and/or Ravenwing command squads, who can use their special rad grenade launchers to reduce enemy units toughness by one for the turn, plus bikers already having twin linker on their weapons, makes for a highly mobile and deadly anti-infanty setup. not you just need to blow up the vehicles to get to the tasty meat inside.

Yeah, Ravenwing could use the banner effectively. Being relentless means their bolters are salvo 4. So six RW Bikers having tl bolters have 24 tl shots. That's more than 20 hits on average. Ouch.

One big problem with Ravenwing
If you want to keep em mobile, it's on a Ravenwing Command Squad, 3 guys + IC that can't go in a metal box
Yes they're going to die fast
The basic command squad can at least hide inside or behind vehicles / terrain with ease

Both have their uses
Oh, and if "your opponent can just sit outside of 24" from your tacticals", then he's usually not able to do much with his own units

I'd go with the crusader approach, also stick a techmarine in there with a field generator and you got a 24 twinlinked bolter shots with a +4 save, the tech marine can also make repairs as well.

The Crusader approach mounted a (power armor) Cmd squad with the banner into it seems also viable. Some units like Scouts or Tacticals close to the Crusader would benefit from the banner.

Putting it in a vehicle or builiding allows for a bigger model foot print and therefore an efeective increase in. Range

Well, I'd add a Librarian with auspex close to the front ranks. This tiny little piece of wargear can make the shooting even more devastating, especially against non-MEQ in cover.
