Currently you can take an HQ, take techmnarine on bike and unlock another ravenwing command squad because of this, giving you 2 command squads and 1 techmarine for the price of an HQ. Not sure this will stay.

Allied detachments have no effect.

I can kind of see the point about Khan, especially in a codex that goes out of it's way to differentiate Primary Detachment for the rules that unlock different troops, and the fact that Army is used to refer to just the primary detachment sometimes, and the entire force including allies at others in the core rules.

Regardless I think you would struggle to find anyone willing to play this way, and not just in reference to the allies, in reference to basically everything suggested.
