Well i've just finished his omnibus for the third time and everytime i've though ''i gotta make rules for him'' but never bothered. This is me....Bothering.
Commissar Cain

Unit type: Infantry. IC
Wargear. Carapace armour. Weapon belt.
Special rules. Orders. Duellist. Out for himself. Heroic reputation.
Orders. Commissar Cain uses his comm-bead to keep up with the tactical situation and as such he may give a single order a turn. Order tests may use the heroic reputation rules.
Duellist. Commissar Cain is a sublimely skilled duellist and his reflexes and skill have saved him many times. At the start of the fight phase Commissar Cain may give up any number of attacks to reduce the amount of attacks of enemy models in base contact with him. This may take the amount of attacks of both Cain or the enemy model down to 0 attacks. Cain also benifits from a 5+ inv save against wounds caused in the fight phase, and a 4+ in a challenge.
Out for himself. Despite his reputation Cain is ultimately self serving and when there is nothing to fight for, ''get the frakk outta there''. Cain will use his higher leadership as long as he is in a unit consisting of at least 1 model (not including Jurgen) but if he is not in a unit his leadership drops to 6.
Heroic reputation. Cain is (despite his best efforts) a heroic figure among the guard and his presence inspires them to fight ever harder. Any imperial guard unit within 12'' that can draw LoS may use Cain's leadership of 10. Additionally these units always use un-modified leadership for all moral/pinning/leadership tests. Cain will never exacute a model on the retreat with the exception of pyskers who suffer perils of the warp.
Wargear.
Weapons belt. The weapons belt contains Cain's trusted weapons. These are....

Ol' reliable. Chainsword +1 5 Never wounds on less then a 5+
Deliverance Las pistol. 12''/16'' 3 5 If within 12'' it may fire twice. Rending
Keep in mind i dont play IG so i carnt give a point cost thats accurate and ive probabilly missed an important commissar rule. And if i get a good review i will have to do a Jurgen and there trusty salamander. Do you think he is ok? I would see him as a commissar who is....different to other commissar's in a melee fight but lacks AP and is slightly better in the shooting phase but again with bad AP. Thoughs?
Only WS 5? Cain was regularly humiliating Chaos space marines and managed to hold his own in a sword fight with a Hive Tyrant. He's considered a sword master of impossible skill.

That's probably going to be a 90+ point model, considering how upgraded that is compared to a Lord Commissar. Although, Cain would probably have WS 6, A 5, Just because that guy is a complete BOSS with that sword.
