I am starting to build a Chaos army and noticed that there are quite a few Plasma Pistols packed into the spruces. Question as is on the poll, would you Chaos players recommend using Plasma Pistols on Champions or Chosen? Or are the points better spent elsewhere on Melee Weapons and Special Weapons?

I voted for casual option, as there was no "terrible option" available. It's simply too many points for the privilege of potentially killing a model that expensive and useful. Plasmaguns on Chosen can be worth considering because you at least get two shots or 24" range out of it. But pistols... Ugh.

For CSM or chosen it's always a bad option. Meltaguns are as good as or better than plasma pistols in every single respect - points, strength, AP, armour pen, and don't kill the user. I have several models with plasma pistols from a couple of editions ago - I can't remember the last time they left the box...

For champions they're almost as bad - they do give you the opportunity for a decent precision shot, but for something that can kill an even more expensive model it's just not worth it.

Only on a character (i.e. a Chaos Lord) would I even consider it, and even then it's marginal at best - mostly usable if you have a model with a plasma pistol who you just happen to want to use, such as the DV one.

I really wish they'd addressed this in the most recent codex, but I suspect it was just a copy-and-paste from the previous one, and no-one actually thought about the implications of them compared to other choices..

Chosens should just go with real plasma guns or melta guns.
Champions shouldnt be overloaded on stuff, especially since they have to challenge and dies all the time.

I usually put combi-plasma or combi-melta on my champions depending on the squad. Like my Havocs, champ has nothing extra because there is no need. Biker champ has power sword and combi-melta. Berzerker champ has dual lightning claw. Plague Marine champ has Power fist and combi-plasma.
