Can a vehicle, in this case my friend has been using DE raiders and venomds, move its movement distance and then after moving make a 360 degree turn to face a unit?

So move one way and then rotate compeltly around or must it stay facing the direction it moves in?

In the rule book all it says is in their movement phase then can pivot i see nothing about after moving.

A 360 degree pivot will mean it's facing the same way it started...
Anyway, as you mentioned, you may pivot any vehicle (except flyers) any number of times during the movement phase, including at the end of your movement. So as long as he pivoted before starting to move his next unit this is fine.

Then he moves 11.999999" and pivots. During movement has to include I've moved X distance and pivot, where X is an allowed distance. Just because you mvoe your maximum distance does not mean you movement has finished
