Ok so I have a Tervigon who is down to its last wound, my opponent has a Farsight unit with full body guard with missiles in range, he claims he can roll each individually untill the Terv dies, then pick the second target for the rest of the unit to fire on? I believe this incorrect.
I think he would have to declare which models are shooting at which unit before hand, as the unit shoots all at once. Who is right?

None of the split-fire rules I know of gives you permission to deviate from "all shoot at once".
In addition the Target Lock gives a model with it permission to shoot a different target than his unit - how could the next guy with a 'lock then shoot the same target?

It doesn't give Split Fire USR, it has its own rule in the Tau Codex IIRC (unless I've missed something in errata)
It does work the same though. You must declare what is being shot at the same time. Also make sure each of his models had a target lock to do this (well each model shooting at a different target from the origional)

The unit all shoots at once. He would need to declare all targets BEFORE rolling to hit. In a Farsight bomb, if ALL models have the target lock, they can all shoot at separate targets, but must all do so at the same time.

Yeah thats cool, its the way we played it, my reasoning came through in the end. Still killed my Terv turn 1 though :(

Just to add to whats been said above, if one model doesn't have a target lock they can still all fire at different units.

That is not correct. Farsight himself does not have a Taget lock, so if a Shas'vre in the retinue does not have a Target Lock either he must fire at whatever Commander Farsight targets. For just a few points just give everyone a Target Lock.

Which is covered by the rules requiring a unit to declare target before shooting, and all shooting from one unit is simultaneous. If you do not declare a different target, you are bound to shoot at the same target as the other weapons

As a bit of context, the target lock rules are the way they are because of Target Priority in 4th edition.
In the 3rd ed codex there was no clarification about how to resolve target priority from the unit: does each model attempting to fire at a different target need to take a leadership test, or do they roll as once? When the 4th ed book came out, this was clarified into its current form: Take a target priority test (now removed) and then declare targets and fire.
Similarly, marker lights need to declare their use when declaring targets, which means you can potentially waste markers removing cover and then fail to hit :(.
