ADB: I showed the Wolves revealing the key weakness at the heart of the World Eaters; showing Angron that his Legion was broken and worthless compared to the others; that he was the one primarch who couldn't trust his own warriors, and that they didn't care if he lived or died; showing that loyalty to brothers and sons is the heart of success for the Legiones Astartes, to the point even Lorgar makes a big deal out of saying the World Eaters and their primarch were massively outclassed by Russ, and Angron was too stupid to see the lesson Russ had sacrificed time, sweat, and blood, to teach. We're talking about a battle the Wolves won, by isolating the enemy general through pack tactics, and threatening to kill him, without a hope of defending himself. It was a balance, 50/50 - Angron overpowered Russ, and the Wolves were losing ground to the World Eaters; but Russ and his warriors had Angron by the balls, and barely broke a sweat. They won, no question. Lorgar even says: "The Wolves won, meathead."

Dorn won’t help you either. He’s too busy being the Emperor’s groundskeeper, hiding behind the palace walls. The Wolf is too busy cutting off heads as our father’s executioner, while the Lion holds on to his secrets, and has no special fondness for you. Who else will come? Not Ferrus, certainly. Power Armor which isn't bulky and is efficient and effective at the same time, can be used by a normal Human as effectively as an Astartes can use his Power Armor, and incorporates a reliable refractor field generator.

PA isn't bulky, its the marine inside that's bulky. Its still remarkably efficient. Marines can still move faster than a normal human.

Sisters use a human sized variant of Astartes Power Armor, but due to not having the Black Carapace, they are slower than an Astartes.

But I want something that looks like it came from the Golden Age of Technology, with sleek and functional lines but still looks Human-designed, and one that'll make the Eldar and Tau pause for thought.

The many and varied blessed weapons (there were three specifically mentioned in the canon, but there are numerous others unmentioned) of the Ecclesiarchy and the Adepta Sororitas.

Hell, one of them is literally a power flail which has sharp hooks on the end, that was supposed to be able to hit many enemies at once, and another one was a battleaxe that oculd split a tank in half, while another one was a two-handed sword that reflected a horrifying vision of the viewer's soul off its polished surface. There are a lot of interesting concepts that could fit this.

Nothing beats the best Adeptus Mechanicus/STC/Golden Age weapons and armor

They still do; AFAIK, BFG is still valid. Personally, I consider the Webway 'hacking' fluff for assaults where the fleet cannot take the Necrons, but the fleet still has their inertia-less drives.

Nothing beats the ork shokk attack gun - a teleport gun that catapults a bunch of snotlings into your tank/dreadnought suit/intestines, and because the warp and all that has terrified them so much they bite and scratch and kick and rip around in panic...

I have thought about the concept of a pair of power blades, Erebus and Terror. Both were forged as a matching pair of psy-swords, storing psionic energy. They were meant to be used together, increasing the user's psionic power exponentially. Yet this was NOT what happend when they were field tested the first time by Arch-Librarian Nestor of the Mentor chapter. Instead the harnessed power fried his brain, suddenly making him an alpha-plus. The blades were not untouched by this. To wield one of them makes any psycher insane. They also have a strange connection now that brings death on the battlefield to friend and foe alike. Both blades try to fuse again and destroy everyone standing in their way.

Erebus and Terror must be purchased as a pair and each given to one (not the same) HQ Character, but not a psionic. On the battle field they count as normal energy swords. But everytime the sword bearers have their movement turn or move because of other reasons, when within reach of 12' to each other, any model that is on a direct line between the wielders of the twin blades on a given moment, suffers an immediate close combat attack from both characters. Any model moving through this line on its own also suffers such attack. Vehicles are automatically hit and the crew is stunned, without losing a hull point. Psionics on the line must additionally pass a test against warp. On every close combat turn they must pass a warp test for each of the two swords they are in close combat with.
Should the bases of the models wielding the blades ever touch, the two swords have finally found each other. Handle it as a direct hit of a heavy plasma, afterwards, the swords are eliminated for the rest of the game.
