I have a question. In the rulebook it says one needs a wizard to use dispell dice against an opponent. Being a dwarf player and have no wizards i can't use dispell dice? But i do get the +2 to dispell being dwarves (mentioned in the lower right corner of the page). While having the plus +2 is very cool it seems like not being able to get those dispell dice is a major handicap for an army i was led to believe was the best anti magic out there. So I will have to rely on pooring massive points into runelords, runesmiths, banners & anvils to get my dispell dice? Am I correct in assuming we don't get those dispell dice for not having a wizard or am I wrong and I get all those dispell dice with my extra from heros, lords & wargear ontop of that? Thank You!

Outflanking

The BRB says (p35)

"If the dispelling player does not have an elegible Wizard to attempt to dispel... his army can attempt to dispel the spell instead.

Basically- you have no wizard, your army must do the dispelling, your army gets +2 to its dispel rolls.

Yeah you still get dispel dice based on your opponents winds of magic rolls with bonus dice for your runesmith/lords and their runic items and anything else like anvil. Also during your magic phase you have to roll for winds of magic, this allows you to dispel any remain in play spells, and even if you don't have any RIP spells to dispel your opponent might have a magic item that lets him save dispel dice from your magic phase to use as power dice in his magic phase, if there are no RIP spells and your opponent does not have one of these items to do this you can agree to just skip your magic phase and roll all together.

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd
