I would take out your Dev squad
and give your term unit a land raider they are like a pb and j sandwich
also take out the command squad
they are not really worth the points
i would also give the Tac squads Razorbacks with las cannons
and give them standard flamer and missile launcher and combat squad them
give sgt a power weapons
also get another pred with auto cannon and heavy bolters if you can

It seems like you have a lot of different types of units. This isn't going to end well against a player that knows how to prioritize. You might want to consider doubling up on the same effective units. Clan Redundancy Clan always wins. It's a lot harder to prioritize when you have 4 units of the same thing, all be just as capable of hurting you. My two cents.

Hello
I run the Command squad with the plasma set up and they are great , with the FNP they have a good survival rate and they murder any unit that they shot with rapid fire , in my last game they shoot Lysander and 5 Tactical Terminators in the face(well in the back) ,they hit 9 shots, make 8 wounds , kill 4 Terminators and put 2 Wounds in Lysander , next round they shoot a 10 men Tactical Squad , killed 7 and routed the squad but loose one guy to the Get Hot , overall they have always paid more that there points back .

drop the heavy bolter and give the scouts a ML makes them a threat to tanks as some one said pick up a LR for the termies, might think about TH/SS. Sorta the bread and butter of a SM army with Termis in them.

Put them on bikes and they are even better, now you get FNP against anything short of S10.

I do think its strange that your taking a command squad, then not setting up the character with them, i also think its strange that the book lets you take a Razorback for the command squad when there 'leader' is in terminator armor and therefore unable to ride in the units dedicated transport, oh well though if it lets you do it lol
I think the Rhino is going to die very quickly to be honest with you,swap the command squads razorback and the tac squads rhino for drop pods?

Money is a factor the most i can really spend on the army is about £30. I had thought to deep strike the terminators or even get a librarian in terminator armour to move them.
As i said funds are limited . Thanks for all your input so far

could you maybe swap the terminators for assault ones with someone, then drop the command squad and razorback and take a land raider redeemer/crusader and rock around with lysander and the assault termi's in it?

Based on all the advice Ive received Ive narrowed it down to a couple of options. I have above 150 points left.
The bikes and attack bike are one squad and ive given them meltaguns.
Ive changed the tacticals to one multi melta and a melta.
I want to keep the terminators with bolters for bolter drill and had thought to deep strike them.
So the options im considering are
1. Aegis defense line with the devastators and adding another marine.
2. A Librarian in terminator Armour
3. Another predator or vindicator
Have flak misiles been introduced yet for anti flyer?

Don't field missile launchers ever, imo. They are a quick way to water down your firepower. There is always a better choice of weapon, particularly for an all comers list. The ML is optimal vs Tyranids, but you have no guarantee of fighting them. Dump the MLs.
Give your tac squads themes to maximize firepower: like combi-plasma sarge, plasma gun, plasma cannon.
Or combat squad and use a combi-flamer sarge, flamer, and lascannon split off. Or do the same with melta.
LRs and terminators go together very well. However, if you are using shooty terminators, consider teleport homers. Those are cute
