I heard there was mention of the main rule book having a section allowing forge world models in games. I have been looking for a while, does anyone have a page reference of this?

There is none. The statement in question is at the beginning of every FW book.

The BRB does have some FW stuff in it, Titans appear in there if you thumb through the fluff in the back that doesnt even contribute to learning the game.
About all it means is its saying to people there is another way to play the game, it just doesnt say anything about it other than being a massive army.
