A small, damp hole somewhere in England

Warhammer: Trafalgar is very good - now sadly out of print, but probably still findable via ebay. We use 1:2400 rather than 1:1200 for easier modelling, but it still works perfectly fine. The rules are reasonably simple, but still produce a battle that 'feels' right . The scale is small enough you can really do full fleet battles such as Trafalgar, St Vincent, etc, but smaller frigate actions are still fun...

Somewhere in south-central England.

"Signal Close Action" and SCA Fast Play are well worth a look.

The full SCA rules are quite detailed and you have to roll to do activities like get your crew to tack the ship successfully, and so on. The Fast Play rules are more streamlined and work as either an intro set or for large battles.

There's a ruleset called Beat to Quarters that is available for free here. I've heard good things about it. There are several other naval rulesets on that page as well, including Letters of Marque, Master and Commander, and Men O' War.
