Subject: 6th ed dark angels scouts

I'm toying around with a personal fluff based list for the Dark Angels which would feature two squads of scouts. I'm wondering how effective people think they are when behind an aegis line' given camp cloaks and have a dark shroud hovering behind them, combined with the banner of devastation of course. Are they worth it, or is it just better to go with a tactical squad?
The scouts with bolters and camp cloaks are 140, which is equal to a base marine squad with no upgrades. My question is, if I plan on using the banner, combined with prescience, is it better to focus on the cover and pumping out as many bolter shots as possible and not worry about the extra goodies tactical marines give?

Tactical marines are helldrake bait. The scouts would be more survivable against anything besides that stupid flyer and close combat, and nothing should be able to get that close before having its transport popped by lascannons the bolter'd to death.

Scouts in that situation are better then tactical marines because they give you the option to perform alpha strikes. Infiltrate your scouts close to the enemy you want to fire at, scout move you Libby and his squad with the banner close to the scouts, cast prescience at beginning of turn on scouts, move bikes toward scouts again, turbo boost if you have to, now scouts are pumping out 36 bolter shots and one frag missile with rerolls at whatever target they want, as well as all the bike squads you brought with you.
I feel this is a better use of your non-mobile troops in missions that you don't need them to camp objectives, but when you do need objective campers, they do it better then tacticals.

IMO add a Quad gun to the ADL.
Use the Sergeant (BS4!) to shoot the Quadgun. Most effective anti air point for point in the dex. Personally I think it should be mandatory for every serious list. 5 Scouts with Camo Cloaks, naked, and an ADL+Quadgun.
You don't even necessarily need the Darkshroud since they have 3+ cover and they can have a 2+ cover save if they go to ground. Pretty legit IMO.

I played a game with this, and the fact that the Darkshroud was buffing up the cover saves was a definate boon. The 'Shroud itself gets a 2+ when you turbo boost, so I jimmied it back and forth, and my opponent wasted a ton of AT trying to waste it instead of shooting at other things.

It seems like a cheap, yet solid defensive line.
I'd beware of anything ignoring cover, or artillery though. It could wreck this pretty badly, with a similar amount of points.
Yes, a thunderfire cannon would mess me up bad. But I'm not sweating it too much. I'm also thinking of having several scouts with heavy bolters and missile launchers infiltrate and hold objectives/be annoying.
How effective would a scout based army be? I know it would be weak on assault.

I don't believe that the darkshroud gives any benefit to camo cloaked scouts: it just doubles up Stealth which doesn't stack

And an aegis wall can be deployed on your table half not just in your deployment zone.
Wall is deployed at the half way point on the board.
Scouts infiltrate behind the wall for a 4+
Cloaks bring it to a 3+
Shroud to a 2+
Only question is does the darkshroud have scout to be in position turn 1?
