Subject: Help modeling a huge swarm of rats?

I'm making a display piece, and I want to have a 32mm character being carried by a wave of rats, almost like a surfer without a board. My first thought was to carve them from a mound of greenstuff, but that seems unnecessarily complicated because there will be hundreds of them. I thought about getting that rubber stuff that you can use for making molds, but I have no experience with it and I'm not sure if those will capture every little detail (eye sockets, ears, etc).
I thought about using something like this if I used the rubber molds, but I'm open to other suggestions if anyone has a better idea.

As you say that, I actually remember seeing that Reaper blister at my FLGS. That may be more in line with what I'm looking for. Thanks Ifurita.
Any thoughts on the instant mold? Anything that small will be lacking in detail anyway, but I worry most about it looking like a bunch of blobs rather than individual bodies. I plan on picking some up to try it out, but I'm hoping anyone with experience can let me know the level of detail it will pick up.

Hello OP... i I remember correctly the plague monk box has rat swarms in it aswell as the doomwheel. If they are something that you'd like I'll have a look around to see if I can find any tomorrow for you sell to you cheap
