So, and I have come up with something that hopefully will be the compromise that everyone is looking for. So in total there will be 20 points up for grabs which will be included in your overall tournament score so technically it's worth it win.

TO's certainly don't want to exclude anyone, that's not the point, But TO's do need to encourage gamers to pick up there paintbrushes and possibly reward those that do. All the major tournaments all over the world, already do it. So why should we be any different implementing 3 colours minimum. Now please try and remember to see it from everyone's point of view, at the end of the day it's a hobby that were trying to promote, and we need to start trying to incorporate all the different aspects that people like.

I'm fully aware that some people, it might be still work in progress that's why I have incorporated 50%, so people midway through there army project can still get an incentive and after all those that don't want too do not have too.

I don't think anyone can argue that it will make tournaments better, and surely that's a good thing, but as always am looking forward to your feedback.

Wait so these are the only non battle points there are? You should probably clarify that. Usually tournaments are 60/20/20 (battle points/painting/sportsmanship).

The issue is that you appear to have combined paint scoring (a perfectly acceptable part of every tournament), with fluff/comp and thrown in some completely pointless ones as well.

Unless your tournament scene is insanely slack you should not have to include a list sent in on time score. Having played tournaments on and off for the best part of 10 years I don't think I have ever seen people docked points for having late lists (usually if people have late lists they are late signups the TO roped in at the last minute anyway).

WYSIWYG is a requirement of the game, there is absolutely no way that it should be worth points. If peoples models aren't WYSIWYG then they should not be using them at a tournament. Similarly if your tournament uses objectives then players are expected to have objective markers with them simply to be able to play the game, its not really something you should need to reward (unless you want to give bonus points for high quality customised markers etc).

Submitting army fluff definitely shouldn't be worth points, its a COMPLETELY optional part of the game and you shouldn't force people into it. I love fluff and know the background for almost every army in both 40k and Fantasy (not just the ones I play) as well as anyone, but I have never written any fluff myself and have absolutely no interest in doing so.

Just as a suggestion - for the tournament that I run I use a 20pt score for painting/presentation. Essentially you get 15pts straight away if your entire army is 3 colours and based. The remaining 5 points can be scored in different ways i.e 1 point for nice highlights, 1 point for good use of washes, 1 point for multi material bases, 1 point for a display board etc. You could use something like that if you wanted to, it would let you include some of these elements without hurting certain players.
