Just for fun I thought I would build this and play it.
All 3 c'tan have been given a unique ability that protects whatever they are nearest 6"-12" threat range.withing 6" any deepstrikers rolling doubles auto mishap.withing 12" any melta nd flamers that threaten them or the lith blow up on a 1.And anyone running around takes dangerous terrain tests, even with an armour save that is annoying.
They will camp out of LOS,right behind the monolith. As it moves up the field firing its template and other guns, they will be like a trojan horse ready to spring when the enemy lets them in.
Doesn't get less competitive or more fun than this!

Well, it's certainly an interesting list! Here's some food for thought.
Entropic Strike on the one C'Tan is a waste of points. I realize you are trying to keep the C'Tan cheap but that doesn't mean you should take pointless upgrades. Moulder of Worlds or Transdimensional Thunderbolt would be points better spent, I think.
I really think you'd be well served by a second Annihilation Barge, but I'm not sure where you'd squeeze out the points for it. You already need to fight for points to get rid of Entropic Strike on the C'Tan....only thing I can think of would be to drop the Tremor-teks (which would make Writhing Worldscape useless) or to drop a Warrior squad (which hurts your overall ability to score). Gah.
Personally, if I was going to spam Monstrous Creatures, I would be bringing Spiders. An individual Spyder isn't quite as deadly as a C'Tan, but you can have 3 in a squad and they're generally much more resilient (9 Wounds with 3+ armor as opposed to 4 Wounds with 4+ Invuln and Eternal Warrior). YMMV, of course.

Interesting points.
I have found ES very effective in messing with vehicles.especially heavys with rear armour greater than 10.i swing and hit lets say an average of 2 times, if even one of those hits lowers the armour that helps my measly str 7 pen for my damage,or if i fail, it helps the rest of my army penetrate that particular tank.
It happened very recently in a game vs a hovering stormraven,i charged, hits it 3 times and dropped its armour to 10 from 2 entropic strikes, this meant instead of 5+ i needed a 3+.

With all those shards I dont think that you will be needing the monolith your tanky enough I wouls swap it for whats his face the HQ cryptek I cant remember his name to make as much use of the writhing worldscape as possible and maybe times arrow over spirit dust and a shiny lightning bolt for somebody and remember that you can just smash instead of using the s7 you have scarabs available to you if you need entropic strike or the harp to do it before you have to do go into cc with your shards because its along walk over there and they can be kited away easily whereas scarabs are faster and have a much larger threat range and also if you take the special cryptek he can turn into a ctan basically

I may try your suggestions, like dropping the monolith and taking orikan the diviner. But I still have to try using the monolith to block LOS for my 3 c'tan.having the monolith and 3 c'tan lumber up the field, would be like a driving an axe into the enemies front lines.

I like triple shard action, but I think you need to get serious about this monster mash.Spiders. Lots of spiders. Flood the table with enough MC's to make a nid player jealous.
You could even keep the monolith, if that was your thing. But 3 spiders and some scarab bases is a real pain. I would be tempted to go the whole hog and run nine spiders...
The tremortek+WW combo is a gimmick, so is orkan. Now that dangerous terrian allows armor saves, it really will just slow the gameplay down, killing a model here or there. Dropping them would get you 2 spiders.

i tried the list out for the first time.
it worked very very well.
The warriors would focus all the vehicles down while the c'tan mopped up the infantry in the assault, and whenever the c'tan could not win in the assault they would explode.
the monolith tactic was not necessary and i found it to be a waste of points when not deep striking.

I definitely think Orikan is a good Idea for this list. The Annihilation barge and/or Monolith can probably go.

One thing I really enjoy with the C'Tan, because it's a monsterous creature, it can fire both Pyre Shards and Moulder of Worlds on the same turn! Super cool.
It'd be nice to have a dude that's super cheap (entropic strike, lord of fire) that can simply run every turn, as the C'Tan are so slow.
If you can drop a unit of Spyders and massage a few points, you can include a Monolith, which works well with the Lord of Fire C'Tan (gives you a chance to disable melta), and you can teleport your C'Tan around, especially if you're willing to risk a deepstrike.
Should be a fun game.

Monoliths cant port ctan around and the LoF only works on a one which is pretty useless vs one or two meltas that will most likely pen and has a high chance to kill the monolith
For this list I would keep the spyders and try to squeeze in orikan maybe drop the veiltek and a spyder from two squads for him

This idea is excellent. I've been using spyders alot, and enjoying the monstrous creature angle so much that I've thought about c'tan. The main problem is that the points spent on c'tan directly take away from making my troops more mobile. How do you hit all your objectives with this list?

Why can't it? Just looked it up. I'm pretty sure a C'Tan is a non-vehicle Necron unit.
As for Lord of Fire, you get it because it's cheap. 10 points. If it actually does anything, it's gravy. However, that 10 points for a 17% chance at negating a melta shot is better than Spirit Dust or Entropic Strike, as both of those aren't going to help you in this situation.

You shouln't need Entropic Strike on the C'tan when against vehicles, just use the smash rule all MC's get and your S7 AP2 attacks go to S10 AP2 (+1 on damage table) with rerolls for penetration, if you charge that turn you get 3 attacks with this and always hit back armour unless against a walker, pretty much always equals dead tank or now useless tank in my experience doing this.

I was thinking that too, but consider this, you want to keep the points down and each C'Tan power can only be taken once per Necron army.
